Why the Subsidy Model is Being Changed

For decades Pakistan has been distributing energy subsidies to all electricity and gas users equally, without considering income levels. This system, while originally meant to ease the burden of energy costs, has unintentionally favored wealthier households who can afford higher usage but still benefit from these subsidies. As a result, the poor often receive the same rate of subsidy as the rich, undermining the goal of social equity. In addition, this system has put a huge financial burden on the country’s already struggling energy sector.

The new model aims to correct this imbalance by aligning subsidy benefits exclusively with low-income households that are part of the BISP network. This targeted approach not only saves the government money but ensures fairness and transparency in public welfare distribution.

Energy Efficiency Measures Also Introduced

To further improve the energy sector’s performance, the government is launching a parallel campaign focused on energy efficiency. This includes:

  • Minimum Energy Performance Standards MEPS to be enforced on household items such as fans, LED bulbs, refrigerators, air conditioners, and motors
  • All government procurement from December 2025 onwards must comply with MEPS
  • NEECA National Energy Efficiency and Conservation Authority) to issue quarterly progress reports starting December 2025
  • By June 2027, these measures will be fully implemented across the public and private sectors

Social Benefits of the Reform Plan For Registered People

The subsidy reform plan marks a significant turning point in Pakistan’s approach to public spending and energy sustainability. Rather than offering blanket subsidies that benefit both rich and poor equally, the new system ensures that limited public resources are used wisely. This helps achieve long-term fiscal discipline, reduces the fiscal deficit, and strengthens the energy sector’s financial health.

By focusing subsidies on the poor through BISP, the government is strengthening the social protection system while promoting responsible energy use. Consumers will now have more reason to reduce unnecessary usage and save on utility costs, contributing to overall energy conservation and environmental goals.
